Council to discuss Kahoma Village project on Wednesday

Maui County Council members will begin reviewing the 203-home Kahoma Village fast-track affordable housing project Wednesday, according to an announcement.

The proposed project’s 21.6 acres in West Maui are bordered by Front Street, the Kahoma-Kai Stream Bridge, Kenui Street and Honoapiilani Highway. The project is makai of Honoapiilani Highway. Stanford Carr Development and property owner, the Harry and Jeanette Weinberg Foundation, are developing the project.

The project is seeking land-use approvals under a state law that provides qualified affordable housing developments exemptions from zoning and other standards, subject to council approval.

The law requires the council to take action within 45 days of receiving the project’s application.

The council’s deadline for this project is Feb. 13.

The council’s Land Use Committee will conduct a site inspection at 10 a.m. on the mauka side of Front Street, where it intersects with the Kahoma Kai Stream Bridge, on the side of the bridge opposite Lahaina Cannery Mall. The committee will reconvene its meeting on the matter at 1:30 p.m. in the Council Chambers.

Land Use Committee Chairman Robert Carroll encouraged residents to testify at the morning site inspection and the afternoon committee meeting.

“Our goal is to provide access to high-quality housing for residents, while preserving environmental and cultural assets,” Carroll said. “Public input will help the committee decide whether the Kahoma Village Project meets this standard.”

A little more than half of the project homes would be in multifamily units, meeting the county’s affordable housing criteria, with the remaining 101 units proposed as single-family, market-rate units. The project includes three private parks with a total area of 1.75 acres.

Carroll said people should not confuse the Kahoma Village project with an earlier project called the Kahoma Residential Subdivision. That project was approved as a fast-track development by the council in December 2011.

Plans for that project call for building 68 homes mauka of Honoapiilani Highway.

According to an environmental assessment for the Kahoma Village project, construction is anticipated to take two years and cost $60 million.
