Man allegedly draws power from neighbor’s home outlet

Toby Alconcel, 22, was charged with first-degree burglary and theft of utilities. His bail was set at $5,200.
Police were called to the victim’s residence on Papa Avenue at 10:21 p.m. Sunday after he saw an extension cord that had been plugged in inside his house and was running out a window to the neighbor’s house, said acting Lt. Nelson Hamilton of the Criminal Investigation Division.
