No notice was given about loud work in wee hours

It is 2:30 a.m. and across the street on South Kihei Road next to the Rainbow Mall they are drilling and dropping large structures into the ground.

When the police were notified of the extremely loud drilling coming from the site, I was told that they had the proper permits.

The residents in the area did not receive any notification that this construction was planned or that they would be working at 2:30 in the morning.

Can the county approve such construction in a residential area without letting the residents know what is expected?

At that hour, the noise sounds exceptionally loud.
