Poor repair to South Kihei Road causes significant jolt

Unbelievable. Less than two weeks after a portion of South Kihei Road near Azeka Place was repaved, a 4-by-4-foot access hole has been cut into the new surface for some reason and then very poorly repaired. This causes a significant jolt as you drive over this recently and briefly smooth new surface.

Why is there no way to plan anything far enough in advance to accomplish these major repairs and repaving projects before they are undertaken and finished?
