Adding another fee to a car rental is unfair
Adding another $4.50 per day fee to a car rental is taxation without representation. This new fee is unfair. The state already gets $7.50 per day fees and 15 percent tax. Rental cars are primarily used by visitors. So a visitor will pay $12 per and 15 percent.
Residents that need a short-term rental for a car repair are also paying this exorbitant fee. For a long-term rental a car becomes a burden instead of an opportunity for a long visit.
So, in Hawaii there is no such thing as a cheap car rental. An interesting, unintended consequence is that it has created a secondary car rental market off the airport. No aloha here.
