A main theme of my campaign is that the Upcountry meter priority list is a fraud based on a lie. The list is a lie because the preamble states that "insufficient water supply (is) developed" when, in fact, new water is available but expensive. It is a fraud because the priority list (Maui County Code: Section 14.13) and implementing procedures are written so as to halt nearly all development by small-parcel owners while adding delay, uncertainty and expense to large projects.
A physicist by training, I have studied this issue for years. I have founded the Upcountry Meter List Association and a website www.umla.ws to document my findings. One example: On Dec. 15, the water department announced a new water source sufficient to award 50 meters. On June 15 - six months later - Director Dave Taylor stated that 25 award letters had been sent.
At this rate of 50 meters per year, even with unlimited new water, the last of the 1,450 names on the list will receive award letters in the year 2041. If you agree that change is needed, I ask for your vote in November.
