WAILUKU - The Maui County Council's Planning Committee unanimously recommended passage Tuesday of a revised bill detailing the implementation of the county's General Plan.

The measure advances to the full council. The bill deletes the current implementation portion of the Maui Island Plan and community plans and establishes a countywide implementation plan.

Committee members revised a bill originally passed out of committee in July by adding a provision that gives the council a year - after adoption of the Maui Island Plan - to pass an implementation program.

The overall bill provides that the General Plan will be revised once every 10 years, and it sets up time limits for reviews by the county planning director; the Maui, Molokai and Lanai planning commissions; and the County Council.

The council itself has struggled to meet deadlines for reviews of the Maui Island Plan, with council members passing time extensions for more work on the plan.

Council Member Gladys Baisa, chairwoman of the council's General Plan Committee, told committee members it's important for the council and other reviewing entities to have tight deadlines for reviews of the plan.

"We have to have targets," she said. "Otherwise, we're not going to do anything."
