WAILUKU - Maui County Council members gave final approval Friday to a bill to establish new zoning for restricted industrial uses.
The measure advances to Mayor Alan Arakawa for final action and would allow more than 50 uses, including manufacturing, petroleum refining, quarries and landfills.
The zoning would cover industrial uses that are generally considered "obnoxious or offensive by reason of emission of odor, dust, smoke, gas, noise, vibration and the like, and not allowed in any other district," the bill says.
Other uses in the district would include automobile wrecking, manufacturing explosives, biofuel or concrete, crematories, recycling processing, slaughterhouses, sugar mills, telecommunication towers and utility facilities.
Other bills also passed by council members amend the County Code's chapters on zoning in heavy and light industrial districts.
The heavy industrial zoning chapter is being changed to include material recycling and recovery facilities and major utility facilities as permitted uses, and amendments include establishing new sections for accessory uses and structures, special uses and development standards, and providing for the planning director's rule-making authority.
The light industrial zoning chapter is being amended to update and simplify the ordinance to clarify that dwelling units located above or below the first floor of a building and apartments are permitted residential uses and to establish multimedia production facilities as a permitted use.
In other council action:
* Councilors gave initial approval to a bill to change zoning from residential district to public/quasi-public for three churches - Kahului Baptist Church, Kahului Hongwanji Mission and the Kahului Seventh-day Adventist Church.
* Council members passed on second and final reading a bill to prohibit the consumption of alcohol while within a county park or recreational facility within 1,500 feet of a youth center.
* Councilors gave final approval to a bill to extend a deadline for the Board of Water Supply to transmit a water conservation plan from January 2007 to August 2013.
* Council members passed on second and final reading a bill to adopt the Maui Island Plan by ordinance within a year after a draft is received by the County Council and to adopt an implementation program no later than a year after passage of other components of the Maui Island Plan.
* Councilors adopted a resolution authorizing a lease, until June 2026, to the Veterans of Foreign Wars of the United States Wilbert Wah Hutom Post 3850 of more than 2 acres of state-owned land at 1136 Uluniu Road in Kihei for a veterans center and community support activities.
* Council members approved a park assessment agreement for parks totaling 27.5 acres in the Kehalani subdivision in Wailuku.
