Lobbyists are not disclosing how much money they're spending to influence lawmakers. Detractors say the state disclosure system is among the weakest of the 50 states.
"Whyzat?" you might ask. The "ledges" over on Oahu like it that way.
It's like the farmer asking the fox he hired to guard the henhouse, "How come all the chickens seem to be disappearing?"
