Public hearing to be held on fuel, vehicle, property tax rates

The Maui County Council will hold three separate public hearings on Friday on fuel, motor vehicle and property tax rates for fiscal year 2023, which begins July 1.
Only the property tax rates will be decided upon Friday. The fuel tax and motor vehicle weight tax will be taken up by the council at its first reading of the fiscal 2023 budget on May 26.
The first public hearing is at 9 a.m. on fuel tax rates. No changes are proposed to the current county fuel tax rates, which are as follows, per gallon:
• Gasoline & diesel oil: $0.24
• Biodiesel (B100): None.
• Biodiesel blend (other than B100): $0.060.
• Ethanol: $0.115.
• Methanol: $0.115.
• Liquefied petroleum gas: $0.115.
The hearing on motor vehicle weight tax is at 10 a.m. For passenger vehicles as well as trucks and noncommercial vehicles not exceeding 6,500 pounds, there is no proposed change. Taxes will remain at $0.035 per pound of net weight.
For all other motor vehicles, the proposal is to increase the rate from the current $0.0536 per pound of net weight to $0.0541.
The minimum tax for any motor vehicle is proposed to increase from the current $12 to $15.
There will be no change for the delinquent tax, which is $8 for passenger vehicles or $20 for other vehicles.
The hearing on property tax rates will follow at 11 a.m. The current tax rates compared to the proposed tax rates that came from the council’s Budget, Finance and Economic Development Committee are as follows:
Owner-occupied:
• Tier 1, up to $800,000: $2.41 (current); Tier 1, up to $1 million, $2 (committee).
• Tier 2, $800,001 to $1.5 million: $2.51; Tier 2, $1,000,001 to $3 million: $2.10.
• Tier 3, more than $1.5 million: $2.71; Tier 3, more than $3 million: $2.71.
Non-owner-occupied:
• Tier 1, up to $800,000: $5.45 (current); Tier 1, up to $1 million: $5.85 (committee).
• Tier 2, $800,001 to $1.5 million: $6.05; Tier 2, $1,000,001 to $4.5 million: $8.
• Tier 3, more than $1.5 million: $8; Tier 3, more than $4.5 million: $12.50.
Apartment: $5.55, $3.50.
Hotel and resort: $11.75, $11.75.
Time share: $14.60, $14.60.
Short-term rental:
• Tier 1, up to $800,000: $11.11 (current); Tier 1, up to $1 million: $11.85 (committee).
• Tier 2, $800,001 to $1.5 million: $11.15; Tier 2, $1,000,001 to $3 million: $11.85.
• Tier 3, more than $1.5 million: $11.20; Tier 3, more than $3 million: $11.85.
Agricultural: $5.94, $5.74.
Conservation: $6.43, $6.43.
Commercial: $6.29, $6.05.
Industrial: $7.20, $7.05.
Commercial residential: $4.40, $4.40.
Long-term rentals (new proposed classification)
• Tier 1, up to $800,000: $5.35 (mayor); Tier 1, up to $1 million: $3 (committee).
• Tier 2, $800,0001 to $1.5 million: $5.95; Tier 2, from $1,000,001 to $3 million: $5.
• Tier 3, more than $1.5 million: $8; Tier 3, more than $3 million: $8.
All rates are per $1,000 of net taxable assessed valuation.
There will be in-person testimony and viewing at the Council Chamber on the 8th floor of the Kalana O Maui building for all meetings. Council district offices may also allow for testimony, but it may be subject to change and staffing availability.
Akaku Maui Community Media will also broadcast the hearings on channel 53.
