Mayor Michael Victorino answers some of the most-asked questions submitted to his office staff.
Q: What can be done to brighten the marked crosswalk on West Papa Avenue at the intersection of Laau Street for our kupuna and community?
My staff contacted our Department of Public Works to review future plans for this area. The improvements to West Papa Avenue and Laau Street are being consolidated into the Papa Avenue Complete Streets project. The proposed improvements include constructing bulb-outs at the Papa/Laau intersection to reduce the crossing distance for pedestrians — similar to the improvements public works has done at the Papa/Lono intersection — and also installing a street light at the west/southwest corner. Currently, there is one existing street light on Laau Street, approximately 20 to 25 feet east of the intersection.
Unfortunately, we do not have a timeline for construction yet, as we are still working on getting a consultant under contract for the project. The County Council, however, has appropriated funding for the safety improvements in the current fiscal year budget.
As a reminder, whenever we look at making changes to the brightness of our streetlights, we always need to ensure that the installed lights are in accordance with street light ordinance. We are very much looking forward to these improvements to provide a brighter and safer walking area for our residents. Q: On the county’s property tax site, it shows the property tax info and one name on the title. Where do I go to look up the title showing all owners and their respective interest in the property?
A: To view all owners on the County of Maui’s Real Property Tax website, please visit www.mauipropertytax.com. From there, you’ll want to select “Search Records” and search by owner name, location address or parcel number. After you select the property you’re looking for, press the “Show All Owners and Addresses” hyperlink under the Owner Information section. This should show you the owners’ names, the owner type and the owner address.
Q: Please inform me at what time of the night may I ask my housemate to please be quiet? Thanks, I would like to know my rights.
A: I think this issue is something many of us have dealt with in our lifetime as renters sharing units, so I’ll provide you with a little guidance.
I consider this a civil matter involving living arrangements so many of the issues between your housemate, including noise complaints, would be addressed in the rental contract. This would include quiet hours, laundry, trash and other rules. If quiet hours are not covered in the contract, this would be a “noisy neighbor” type of incident and police have had to apply the “reasonable person” standard. This is not an easy issue to address, but I would strongly encourage you to talk with your landlord or try to work things out with your housemate.
