The sentencing guidelines in Hawaii need an an overhaul and Joshua Apo of Wailuku is a case in point. Apo was a serial offender with multiple arrests for drug use, first-degree assault of police officer Nick Krau among other serious charges going back to 2008.

Had he not been released early from his last five-year prison sentence, the death of Melissa Egbert of Lahaina might have been avoided. Apo fleeing from police, drove in the wrong lane on the Kuihelani Highway and crashed head-on into the car being driven by Egbert, resulting in the death of both.
