Round up shopping carts and jail thieves who steal them

Everywhere you go you see shopping carts discarded on the sidewalks, on empty lots, on street corners, piled together to make shelters for the homeless. Last time I checked this was called theft!

These carts cost businesses thousands of dollars a year in lost merchandise and is ongoing. They should pass a law and enforce it by taking back the carts and throwing the homeless in jail for two weeks and maybe that will show them what theft means. Let them walk around with what they can carry and no more.

The homeless keep doing what they do because we don’t enforce the laws we already have. The more you try to help them the more they abuse the situation. The more you give them the more they buy alcohol and drugs to support their habits, and on and on — stop enabling them.
