‘Do Not Camp signs’ not stopping illegal campers

On the west side, we have organized wonderful beach camping sites. It costs $5 a night for the service. One can go on the county website or call for more information.

I have never seen our sites full. Yet, the west side beaches have copious campers under the “do not camp” signs camping. Why is this not curtailed? Trash is left all over. It is awkward to go to the beach early in the morning. Very few fishing poles that would allow this.
