Plow dead vegetation to prevent brush fires

I’m not a farmer, but it seems like we can avoid the frightening brush fires like we saw in Haliimaile.

The fallow fields, which are covered in dead vegetation, can be plowed under and cover crops planted to prevent loose dirt and erosion.

It’s irresponsible for the landowners (Mahi Pono) to leave those fields in a condition which is ripe for burning. Seems like a simple solution.
