Football is back on Maui, from the Maui Interscholastic League to the start of another NFL season. Hawaii still has no state-regulated sportsbook market, despite another legalization proposal reaching lawmakers in 2026. That makes the state an outlier as football betting becomes part of the national conversation around the sport. Local fans can follow the same teams, scores and national coverage as viewers elsewhere, but the regulatory setting around wagering remains distinctly Hawaiian.
Hawaii still sits outside the legal sportsbook map
House Bill 2570 would have created a regulated, online-only sports-wagering system overseen by the Department of Business, Economic Development and Tourism. The proposal included operator and supplier licensing, age and location checks and a problem-gambling prevention and treatment fund.
A 2026 Hawaii House committee report on the proposal cited an estimate that 276,000 people in Hawaii were placing more than $669 million in illegal wagers each year. The committee advanced an amended version in February, but HB 2570 did not become law during the 2026 session. The proposal would have changed more than the simple availability of an app. A regulated market would require rules governing who may operate, where wagers may be accepted and how location and age are verified. Those details never became part of an active Hawaii sportsbook system.
Football therefore returns without a licensed state sportsbook. On Maui, the season is already producing its own storylines. Kamehameha Maui defeated Lahainaluna 14-0 on Aug. 29 for its second straight win, with quarterback Ryder De Silva throwing for 202 yards. That followed a 63-0 victory over Kulanihakoi the previous week.
For local teams, the season is already about results, records and the next opponent. Hawaii's betting laws remain unchanged in the background.
Online betting offers do not all operate under the same rules

Maui football returns as the regulated NFL market reaches $29.5 billion
The American Gaming Association estimates that $29.5 billion will be legally wagered through regulated commercial sportsbooks during the 2026 NFL season. It projected $29.4 billion for the previous season. The figure covers far more than bets placed during the regular-season schedule. It includes preseason wagering, futures markets opened months before kickoff, the playoffs and Super Bowl LXI. That helps explain how football betting activity can stretch across much of the calendar even though the games themselves are concentrated in the fall and winter.
On Maui, Baldwin entered September with a 2-1 record after beating Maui High 36-0 for its second consecutive victory. First-year head coach Trenson Himalaya has spoken about the Bears building on lessons from the previous season. Maui Interscholastic League results provide their own running record of the season without needing to be folded into the much larger commercial story surrounding professional football.
The legal betting market around the NFL operates on a different scale, but Hawaii residents remain outside a locally regulated sportsbook framework. National odds and promotions may still appear in football coverage, yet the rules attached to them depend on jurisdiction rather than where a reader happens to encounter the page.
