Man allegedly pushes gas shutoff, wields machete

WAILUKU — Bail was increased to $20,000 for a man who allegedly tampered with an electrical box, pushed an emergency fuel shutoff button at a gas station and swung a machete toward two women before he was arrested Tuesday morning in Kihei.

Stansen Rapanot, 31, who gave no local address, was charged with two counts of first-degree terroristic threatening, two counts of second-degree criminal tampering, harassment and disorderly conduct.

Before 8 a.m. Tuesday, Rapanot was seen tampering with an electrical box at Azeka Makai shopping center on South Kihei Road, police said.

From there, he was seen walking across the street to Azeka Mauka, where he pushed an emergency shutoff valve at Hele gas station, said Deputy Prosecutor Joanne Hicks. She said Hele couldn’t sell gas for 15 minutes.

Rapanot was seen yelling “what” while punching his fist and confronting workers and a landscaping company crew chief, Hicks said.

She said Rapanot swung a machete at a female janitor and other random people who ran away, then approached a vehicle that a woman was sitting in while getting ready to go to work at Kaiser Permanente. He swung the machete toward the woman’s vehicle and held the weapon up over his head before she drove away, Hicks said.

Then Rapanot went to Times Supermarket, where he left the machete on the bakery counter before running into the nearby McDonald’s restaurant, Hicks said.

Police surrounded the restaurant and arrested Rapanot.

During his initial appearance Wednesday in Wailuku District Court, Hicks asked that Rapanot’s bail be increased from $12,000.

“The state feels he poses a very great danger,” Hicks said.

She said he has prior convictions for violating an order for protection, resisting arrest and disorderly conduct.

Judge Michelle Drewyer granted the increase, saying she was considering the seriousness of the offenses.

Rapanot was ordered to stay away from five witnesses in the case and not to return to Azeka Shopping Center, Times Supermarket and McDonald’s.
