The crews were doing utility work that began Sunday and is expected to last until June. Infrastructure improvements include utility replacement, upgrades and other electrical work and road paving, county officials said.
The work is part of Phase 1A of the Wailuku parking structure project.
Work will occur after peak traffic hours and on weekends.
Motorists can expect lane closures and detours during the project's duration.
Motorists should consider alternate routes and drive with caution within construction areas, county officials said.
