Kula Highway will be temporarily closed between Mile Markers 15.5 and 16 in the vicinity of Maukanani Road while the state and county roll out a pavement preservation pilot program.
A single lane will be closed from 6:30 a.m. to 4:30 p.m. on July 9, 16, 18 and 19, weather permitting, the state Department of Transportation announced. Traffic will be allowed in both directions with contraflow in the remaining open lane. Flaggers will be on-site to direct traffic. On July 16 and 18, access to driveways in the work zone will be impacted.
The purpose of the joint pilot program is to determine if micro-surfacing is an effective tool to extend the life of asphalt pavement in Hawaii. Maui County will conduct the micro-surfacing work using county equipment and its in-house pavement preservation staff. The state DOT will provide traffic control, prepare the work zone and install permanent striping. As with most pavement preservation projects, permanent striping is scheduled to be installed later to ensure its longevity, the department said.
Micro-surfacing is a mixture of polymer-modified emulsified asphalt, 100 percent crushed aggregate, water and other additives, according to the International Slurry Surfacing Association.
Delays in the area are expected, and drivers are asked to follow instructions from the work site flaggers and obey traffic and construction signage.
