Gov. Green appoints state’s first director of wellness and resilience

Gov. Josh Green on Thursday announced seven more appointments to head state departments, including the state’s first director of wellness and resilience.

The appointees are:

• Tia Roberts Hartsock, director of the Office of Wellness and Resilience. Hartsock previously served as the project director of a federal Substance Abuse, Mental Health Services Administration initiative, Data to Wisdom, within the Child and Adolescent Mental Health Division of the state Department of Health. In that capacity, she helped develop and provide mental health services for adolescent female trauma survivors. Hartsock has more than 20 years of experience in mental health and criminal justice systems.

• Mark Glick, state energy officer. Glick has 17 years of experience managing energy and economic development projects through his positions as the chairperson of the Hawaii Energy Policy Forum, specialist on energy policy and innovation, administrator of the Hawaii State Energy Office and the director of economic development at the Office of Hawaiian Affairs.

• Doug Murdock, chief information officer. Murdock has held this role since 2019 and has overseen some of the state’s largest technology initiatives, launching the successful effort to modernize the antiquated payroll and tax systems.

• Ryan Yamane, deputy of the Department of Human Resources Development. Yamane has served as a state representative for Oahu’s District 37 since 2004 and has chaired various committees, including the Health, Human Services and Homelessness Committee. Yamane has also worked as a clinical director at Ho’okupono.

• Morris Atta, deputy to the chairperson for the Department of Agriculture. Atta currently holds this role and previously served as the agriculture land program manager/administrator.

• Jimmy Tokioka, deputy of the Department of Transportation, Airports Division. Tokioka has 20 years of public service experience, including serving as a state representative for Kauai’s District 15 and 16 as well as a Kauai County Council member. Tokioka was a member of the Joint Task Force to conduct reviews of the state Highway Fund and Bureau of Conveyances committee.

• Meoh-Leng Silliman, deputy comptroller for the Department of Accounting and General Services, the role that Silliman currently holds. Silliman has more than 15 years of state experience, including more than 12 years as business management officer at the Department of Commerce and Consumer Affairs as well as DAGS.
