General excise tax surcharge to be focus of evening meeting

A Maui County Council committee will hold an evening meeting at 6 p.m. Monday to discuss and receive input on a bill that would add a 0.5 percent surcharge on the 4 percent state general excise tax.

The Budget, Finance and Economic Development Committee has met twice so far to discuss adding the surcharge, which other counties have previously adopted. A bill recently passed by the state Legislature reopened the window for counties to decide whether to add on the surcharge, which is what Maui County is now considering.

Yuki Lei Sugimura, chairperson of the committee and vice chairperson of the council, said the general excise tax fund will only be used toward housing infrastructure, including water, drainage, sewer, water reuse, waste disposal and waste treatment systems that connect to county infrastructure, as well as pedestrian paths or sidewalks on a county road near or around a public school. If approved, the tax surcharge will be levied beginning Jan. 1.

“We understand that some community members are unable to attend the committee meetings during the day, so we would like to create another opportunity for public testimony in the evening,” Sugimura said in a news release Wednesday. “I would like to ensure that we’ve done everything possible to give our community a voice in this matter prior to taking action on this legislation.”

The legislation and instructions on how to provide in-person, online and phone testimony are available at mauicounty.us/agendas.
