MPD promotes 5 lieutenants to rank of captain

The Maui Police Department has promoted five lieutenants to the rank of captain, MPD announced Wednesday.

All promotions took effect on June 16. The new captains are:

• Terence Gomez, who joined in 1999 and spent his first 12 years in the Wailuku Patrol District as a police officer I, field training officer and school resource officer. In 2012, he was promoted to sergeant and served a year in the Molokai Patrol District before returning to Wailuku. He then transferred to the Juvenile Crime Prevention Division, where he served as the school resource officer sergeant. In 2019, he was promoted to lieutenant and served as the Juvenile Crime Prevention Division commander.

Gomez is also a director for the Maui Police Activities League.

As captain, he has been assigned to the Wailuku Patrol District.

• Nelson Hamilton, who joined in 1998 as a police officer I in Wailuku before transferring to the Lanai Patrol District for 11 years. He was promoted to sergeant in 2010 and assigned to the Molokai Patrol District, where he served for a year before transferring back to Lanai for a year. He was then assigned to the Criminal Investigation Division, where he worked as a detective for seven years before transferring to the Internal Affairs Section.

In March 2020, Hamilton was promoted to lieutenant and served in the Lahaina and Lanai patrol districts before transferring to the Criminal Investigation Division Property Crimes Section. He then moved over to the Kihei District Criminal Investigation Division, where he served until May 2022. Since then, he has been acting captain of Internal Affairs.

He has now been assigned captain with the Criminal Investigation Division.

Hamilton and his wife, Christine, have two children and a grandchild.

• Bryan Manlapao, who joined in 2002 and started out as an undercover officer in the Vice Gambling and Morals Unit for one year before transferring to the Kihei Patrol District. He later served on the Special Response Team and returned to the Vice Narcotics Division before being promoted to sergeant in 2014 and assigned to Lahaina. After a year, he transferred to the Criminal Investigation Division.

In 2020, he was promoted to lieutenant and served as the Lanai Patrol District commander for one year before being assigned to Wailuku. Since May 2022, he has served as acting captain of the Criminal Investigation Division.

He has now been assigned captain with the Internal Affairs Section.

Manlapao recently completed his master's degree in criminal justice. He and his wife, Mae, have three children.

• Joy Medeiros, who joined in 2005 as a police officer I in Wailuku. Her past assignments have included Hana Patrol District, the Communications Section and Lahaina Patrol District.

In 2021, Medeiros was promoted to lieutenant and served as the Lanai Patrol District commander for one year. Her most recent assignment was in the Plans, Training, Research and Development Section.

She was honored as Maui County's Hawaii State Law Enforcement Officers Association Officer of the Year in 2010 and was one of MPD's Women of Excellence in 2018.

Medeiros has earned numerous certifications in police and FBI law enforcement instruction. She has also spearheaded numerous MPD programs, including EPIC, or Emergency Preparedness Increasing our Communities Awareness; Maui LEAD, or Law Enforcement Assisted Division; the MMEU, or Mobile Medical Educational Unit; and Project LIYT, or Live In Your Truth, which starts June 26 and aims to help youth who are at risk.

As captain, she has been assigned to the Quality Assurance Section.

• Clifton Perreira, who joined in 2002 as a police officer I in Wailuku. In 2007, he was assigned to the Vice Narcotics Division, then to the Criminal Intelligence Unit. In 2011, he was promoted to sergeant and assigned to Molokai, followed by assignments in the Crime Reduction Unit, Vice Narcotics Division and Internal Affairs Section. In 2019, he was promoted to lieutenant, with assignments that included the Wailuku Patrol District; Plans, Training, Research and Development Section; and Vice Narcotics Division.

Perreira was a member of the Special Response Team and is a graduate of Session 286 of the FBI National Academy.

As captain, he has been assigned to the Vice Narcotics Division.
