County adjusts public access plan to Lahaina Historic District
With some commercial activity returning to the Lahaina Small Boat Harbor, Maui County officials have revised the public access plan for the Lahaina Historic District.
On Dec. 15, state officials allowed a handful of businesses to resume commercial marine operations at the harbor, including passenger loading and unloading at the dock. The state Department of Land and Natural Resources has said it hopes to allow up to 14 or 15 companies to resume harbor operations by February or March as work continues toward a full reopening.
Last week Maui County officials said they are working with tour boat operators and community members to update public access rules in response to the increased activity.
Public access will continue to be allowed within the historic district from 8 a.m. and 6 p.m., but vehicles may drive in from the Shaw Street Access Point on Front Street only.
The county added that for those taking a boat tour, staff from the boat company will meet them at either the county’s lot at 116 Prison St. or at the Baldwin Home parking lot at 691 Luakini St. and then escort them to the harbor.
Seniors and people with mobility difficulties can be dropped off at the Wharf Street loading zone at the harbor. However, there are no booking facilities at the harbor, so any tour reservations should be made online or through a hotel concierge.
The Maui County Office of Recovery has also contracted a security and outreach team to provide directions, assistance and guidance for the proper way for everyone entering the area to conduct themselves.
Members of the security and outreach team and parking ambassadors will be stationed at the Prison Street parking lot and at the corner of Hotel Street and Front Street on the Banyan Tree corner, so visitors must pass one of these stations to access the harbor.
Speed limit signs indicating 10 mph are being placed throughout the district. Sidewalk repairs have not been completed, so there are some places where pedestrians and vehicles share space.
No Lahaina town businesses or historic sites, including Banyan Tree Park, are currently open to the public due to ongoing repairs.
The town’s electrical grid is still being restored, and streetlights have not yet been replaced. For safety reasons, the area will close at 6 p.m. nightly until infrastructure restoration is complete.
Anyone using the parking lots should plan to be out of the area no later than 6 p.m.

Lahaina Historic District access
The following guidance for accessing the Lahaina Historic District and Lahaina Small Boat Harbor remains in effect.
• There is no thru traffic on Front Street. Front Street remains closed from Papelekane Street to Lahainaluna Road due to ongoing construction.
• Free three-hour parking is available in two county lots at 116 Prison St. (corner of Prison and Front streets) and off 500 Front St. (corner of Shaw and Front streets).
• Street parking along Front Street remains prohibited.
• Fifteen-minute active loading and unloading zones are allowed along Wharf Street. Pedestrian and ADA-compliant pathways lead to the loading dock and ferry terminal.
