Report: ​​MEO aided nearly 55,000 Maui County residents in 2024-25

Maui Economic Opportunity assisted 54,780 Maui County residents from Oct. 1, 2024, through Sept. 30, 2025, according to the agency’s annual report.

The nonprofit agency reported providing 266,400 rides through its Maui Bus paratransit and human services transportation programs, while also supporting 7,560 survivors of the 2023 wildfires.

MEO also assisted 1,389 residents with housing stability and 1,347 youth were served through programs aimed at preventing risky behavior and building leadership skills.

MEO operated on a $37 million budget during the fiscal year, with funding primarily from Maui County, which contributed $17.9 million, and the federal government, which provided $16.2 million, according to the report.

This year marked the agency’s 60th anniversary as Maui County’s Community Action Agency.

Founded in 1965, MEO now runs more than 30 programs across transportation, early childhood services, community services, business development and youth services. The organization employs more than 250 staff members with offices in Wailuku, Hana, Kaunakakai and Lanai City.

In her message, CEO Debbie Cabebe, who will be retiring in July after 26 years with MEO, noted that many residents still face unstable living conditions due to the 2023 wildfires while others remain uncertain about making ends meet due to the high cost of housing.

“Each day, MEO staff bring a positive outlook and a can-do attitude, ensuring clients are supported and reminded that progress – no matter how small – is still progress, as long as we never stop moving forward,” she said.
