Man running for US House arrested following disturbance at public building

On Friday, Maui police arrested Kirill Basin, who recently announced he is running for Hawaii's 2nd Congressional District seat in the U.S. House. According to police, dispatch received a report that at approximately 9:30 a.m., Basin entered a county building off Main Street in Wailuku while brandishing a firearm and engaged in a verbal altercation with county employees. Police said officers responded within approximately five minutes and immediately implemented a partial lockdown while officers searched for Basin. An all-points bulletin was issued, and officers reported finding Basin at about 12:30 p.m. in Kihei, where he was taken into custody without incident. Police added that Basin was previously involved in a verbal altercation with Maui County Council member Tom Cook and staff during a South Maui town hall meeting on May 27, where MPD officers escorted Basin out of the meeting. Police said officers placed Basin under arrest for suspicion of first-degree terroristic threatening. It was not clear Wednesday morning if Basin has been charged. In a campaign announcement issued Monday, Kirill said he will focus on issues affecting working families, including housing, economic opportunity, climate resilience, government accountability and public safety. "This campaign is about building an America that works for everyone," Basin said in a statement. Born in Ukraine, Basin moved to the United States with his family as a child, according to his campaign. He graduated from New York University School of Law, worked with the American Civil Liberties Union and later served as a public defender. Basin moved to Hawaii with his fiancee and is the owner of eDesign. He is the father of a 3-year-old son. Hawaii's 2nd Congressional District includes Maui County, Hawaii Island, Kauai, Molokai, Lanai, rural and suburban Oahu, and the Northwestern Hawaiian Islands. The seat is currently held by Rep. Jill Tokuda, who was elected in 2022 and re-elected in 2024. Edward Codelia, a resident of Maui since 1990 and small business owner, has also filed to run for the seat.
