Maui Police Department Officer Analise Farmer has been named the 2026 TOP COP Hawaii Award recipient for Maui County in recognition of her work improving officer training and recruitment programs.
Farmer, a seven-year veteran of the department, has been assigned to the Plans and Training Section of the Organizational Development Bureau for less than two years.
During that time, she has helped restructure and improve the department’s Recruit Training Academy, overseeing approximately four classes that graduated 44 new officers.
She also helped expand the department’s training capacity from two academy classes to three, increasing its ability to recruit and train officers amid staffing shortages.
While serving as a Police Officer III and completing specialized training, Farmer also took on additional responsibilities as acting administrative sergeant.
Farmer spearheaded the implementation of PowerReady, an online documentation and evaluation platform for the department’s Field Training Officer Program.
The system centralizes training records, standardizes evaluations and improves supervisory oversight while reducing paperwork. It is designed to help ensure officers are prepared for independent duty.
"Officer Farmer's accomplishments show that meaningful leadership is not defined by rank or title, but by the willingness to step forward, recognize opportunities for improvement, and take action," said Acting Police Chief Wade Maeda. "Her work has strengthened how we recruit, train, and prepare our officers. The improvements she has brought forward will have a lasting impact on our department and the quality of service we provide to the Maui County community."
Since 1984, the nonprofit TOP COP Hawaii organization has recognized outstanding individuals in law enforcement and security throughout the state. The organization also supports future public safety professionals through scholarship initiatives.
