Maui need structural changes for effective government, having grown so much and become so much more complex in its demographics, economy and administrative challenges in the last 50 years.
Replacing the old structure where department heads are appointed based on political loyalty with a structure based on professional qualifications will help manage our limited resources more effectively and align programs with community needs. Basing key administrative appointments on job performance rather than mayoral election cycles will allow us to recruit and keep high quality professionals in these positions.
This is also true of the county managing director position, redefined to be responsible for hiring department heads.
For all these reasons, Sierra Club Maui Group supports the charter amendment proposal in the general election ballot to reorganize the executive branch to establish an office of the managing director and provide for the appointment of the managing director as the county's chief operating officer.
