Since infrastructure is reported to be a contributing factor to the loss of life during the Lahaina fires, it should be noted that the county departments of planning and public works are presently refusing to perform a recorded field inspection which reveals a developer's unfulfilled infrastructure obligations on Lower Honoa'piilani Road.
Why? Because the engineering firm is the oldest, and one of the biggest in Maui County.
The firm failed to put that very infrastructure into its civil engineering plans pursuant to its own Order of Magnitude Estimate. The estimate was also purportedly undervalued, according to a large, local, independent construction firm).
The county apparently doesn't want to hold the engineering firm accountable.
There are numerous contracts by them with the county. Without a recorded field inspection, citizens cannot appeal to the planning commission. So, while the citizens have a right to appeal and make the developer to come back and fix it, the county itself prevents them from doing so.
Wow. Former Mayor Michael Victorino fired a staff member who blew the whistle. Mayor Richard Bissen now continues to keep the shell game going, and he was a judge? Disgusting.
When will Maui County officials learn to play by the rules?
