County hearings set for vehicle, property taxes

The Maui County Council will be holding two public hearings May 12 on the motor vehicle weight and property tax rates.

Both hearings will be held in the Council Chambers on the eighth floor of the Kalana O Maui building in Wailuku.

The hearing on the vehicle weight tax will begin at 10 a.m., with the reconvened hearing of the property tax rates to follow at 11 a.m.

The council is considering a 1 cent increase to the vehicle weight tax to 4 cents per pound of net weight for passenger vehicles and trucks and noncommercial vehicles not exceeding 6,500 pounds.

For all other motor vehicles, it will cost $0.0636 cents per pound of net weight. The current rate is $0.0436 per pound.

The changes, if any, would take effect Jan. 1.

Mayor Alan Arakawa did not seek these increases in his budget proposal.

Council Chairman Mike White's office explained that the motor vehicle weight tax increases were put in place to help fund the road resurfacing projects that residents had asked for in a budget questionnaire.

Following are the council Budget and Finance committee's proposed property tax rates and the current rates per $1,000 of net taxable assessed valuation for each class of property:

• Homeowner: $2.86, $2.70.

• Commercialized Residential: $4.56, $4.35.

• Residential: $5.54, $5.30.

• Agricultural: $6.01, $5.66.

• Apartment: $6.32, $6.

• Conservation: $6.37, $5.80.

• Commercial: $7.28, $6.60.

• Industrial: $7.49, $6.69.

• Hotel and Resort: $9.37, $8.71.

• Time Share: $15.43, $14.31.

Arakawa had proposed 7.5 percent across the board increases for all tax categories.

The mayor's proposal would have generated $302.4 million in estimated revenue from property taxes. The current version that is recommended for approved by the full council will generate $300.3 million.
