Eighty-six-lot plan to be developed with market-priced homes

A special management area permit is needed for a proposed 86-lot, single-family housing project in Kihei, according to its project manager.
The Welakahao Village project would be on 40 acres abutting the intersection of Welakahao and South Kihei roads, said Allen Yap, president and owner of Paynella Hawaii, on Thursday. The property is owned by Giampaolo Paul Boschetti of San Francisco.
The development area has state urban, single-family community plan and residential zoning land use designations.
The Maui Planning Commission is expected to take up the project's permit application in January, Yap said.
Although there are wetlands nearby, there are no wetlands in the project area, he said.
However, there are plans to build drainage and a retention basin to improve the capture of rainwater runoff, he said.
"It will be better when we get done," Yap said.
The 86 home-and-lot packages are being developed as market-priced homes, he said.
Another 22 affordable homes will be developed off-site, or the developer will meet the county's workforce housing requirement through credits, he said.
Once the special management area permit is obtained, the development goal is to start construction within a year and have homes ready for sale within 14 months, he said.
"Everything depends on how long it takes for county reviews of construction plans," Yap said. "It's hard to say exactly."
It's expected to take a year to 18 months before the project can break ground, he added.
Project plans call for construction of a 7-acre drainage retention area and an approximately 3-acre passive park with walking paths and picnic tables. Other improvements include landscaping, roadways, sidewalks and utilities.
