We, owners at the Kaanapali Hillside, and other communities waited for more than 15 years to have the Puukolli Road paved. It was in shambles, so less than two years ago our dreams of a newly paved road came about.
The paving is far less than adequate as it is already deteriorating with alligatored areas, sunken areas, raised areas and portions where there are cracks that show the asphalt to be less than an inch thick.
In contacting the county regarding the deterioration, they told us that it was only an overlay and subsurface problems were not in the contract to fix. Hence, potholes will form and the county will be patching like before, creating a mess to drive over in a short period of time.
Is there no warranty for this paving? Why would the county allow the contractor to do an overlay without fixing the problem? Asphalt is only as good as the subsurface. I don't know how many hundreds of thousands it took to pave but putting a Band-Aid over an infection is not the way to use the taxpayers' money.
All the deteriorated areas need to be dug out, subsurface redone and new asphalt applied. Go after the contractor and make them toe the line by fixing a very poor job.
