Public hearings set on property, fuel taxes

Public hearings will be held on the Maui County Council’s proposed fuel tax and real property tax rates Friday, the county announced Wednesday.

The public hearing on fuel tax rates will start at 9 a.m. in council chambers on the 8th floor of the county building at 200 South High St. The proposed fuel tax rates for fiscal year 2020 are as follows, per gallon:

• Gasoline and diesel oil: $0.230

• Biodiesel (B100): None

• Biodiesel Blend (other than B100): $0.115

• Ethanol: $0.115

• Methanol: $0.115

• Liquefied Petroleum Gas: $0.115

B100 is pure biodiesel, according to the U.S. Department of Energy. Biodiesel blends include a mix of biodiesel and petroleum diesel. B20, for example, is 6 to 20 percent biodiesel.

Meanwhile, the real property tax hearing is scheduled for 11 a.m., following the fuel tax hearing.

The proposed real property taxes for fiscal 2020 are as follows, per $1,000 of net taxable assessed value:

• Residential: $5.60

• Apartment: $6.31

• Commercial: $7.39

• Industrial: $7.48

• Agricultural: $5.94

• Conservation: $6.43

• Hotel and Resort: $11

• Timeshare: $14.40

• Homeowner: $2.90

• Commercialized Residential: $4.60

• Short-term rental: $10.75

If approved, the rates would go into effect July 1.

Each testifier will be allowed to speak for three minutes. To ensure distribution prior to the meeting, written testimony must be received, emailed to county.clerk@mauicounty.us or faxed to the Office of the County Clerk at (808) 270-7171 at least 24 hours prior to the meeting.

Individuals who plan to attend the meeting and have disabilities requiring special assistance should call the Office of the County Clerk at 270-7748 at least three days in advance.

The Economic Development and Budget Committee approved its final revisions to the fiscal 2020 budget on Monday, but has yet to release a copy of the final numbers. The most recent version available of the committee’s budget totaled nearly $823 million, but members made several final changes on Monday.

David Raatz, supervising legislative attorney at the Office of Council Services, said Tuesday that committee staff were working to incorporate the decisions made over the last week “to ensure balancing of revenue and appropriations.”

“The committee’s formal proposal will be posted on mauicounty.us after legal and financial reviews have been completed,” Raatz said.
