Change on the horizon
The Maui Charter Commission is beginning to wade through a slew of proposed amendments to the Maui County Charter, the guiding document that outlines the way local government is run. Over the next six months, the commission will discuss 10 themes, starting on Thursday with “County Council Districting and Elections.” Topics to be discussed under the theme include:
• Changing how the council is elected, from nine members in nine districts elected by the whole county, to nine members divided between three regions with approximately equal populations. Existing district residency requirements would be retained to support remote districts.
• Changing the council composition to nine single-member districts.
• Modifying council elections so any candidate who obtains absolute majority in the first special election is considered elected outright.
• Establishing three multimember districts with three council members in each with equal population using a ranked-choice voting system to select the top six candidates in the primary election and the top three candidates for the general election, with a reapportionment commission convening every 10 years.
Amendments that make it through the vetting may be placed on the 2022 ballot for voters to decide upon.
