Bail raised to $40K for Hana man who allegedly stole car from airport

WAILUKU — Bail was increased to $40,000 for a man who was on probation when he was arrested for allegedly stealing a vehicle that was parked at Hana Airport over the weekend.

Alan Kinser, 33, of Hana was charged with first-degree unauthorized control of a propelled vehicle and habitual property crime.

Kinser was arrested Monday after he had been seen driving a white Jeep Wrangler that the owner had parked at the airport Saturday with the keys under the mat for a client to pick up, according to a declaration filed in court to support the charges. On Sunday afternoon, the owner saw the Jeep parked across his residence in Hana and confronted Kinser, who gave the keys to the owner, according to the declaration.

During Kinser’s initial appearance Tuesday in Hana District Court, convening in Wailuku, Deputy Prosecutor Jeffery Temas asked for bail to be “substantially increased” from $200 to $50,000.

He said Kinser was on probation for multiple felony offenses, including keeping a firearm in an improper place, and also was sought on warrants. In a 2019 case, Kinser had an infant who was unsecured in the back seat of a vehicle when he sped down Haleakala Highway, ramming another vehicle and a police car before he was arrested at Kahului Airport, police reported. A rifle also was found in the vehicle.

Kinser could face a mandatory minimum prison sentence if convicted in his latest arrest, Temas said.

Kinser asked to be released on supervision, with Deputy Public Defender Andres Tobar saying Kinser has a stable job and four children.

Kinser believed the Jeep was owned by his friend and didn’t believe it was stolen, Tobar said.

Temas said the friend disputed Kinser’s account, telling police that he drove Kinser to the airport after Kinser said friends had left a vehicle there for him.

Kinser’s prior convictions include second-degree burglary, two counts of second-degree criminal property damage, endangering the welfare of a minor, disorderly conduct, reckless driving, resisting an order to stop a motor vehicle, third-degree criminal property damage, fourth-degree theft, violating a temporary restraining order and third-degree theft.

Tobar said many of the convictions are from one case.

Temas said, “What’s distressing is that this defendant is continuing to commit crimes in the community despite having that warning shot of being a felon on probation.”

Judge Lauren Akitake increased bail to $40,000 for Kinser.
