Service outage cancels 2 committee meetings
Full council to meet Friday to discuss bills on tax surcharge, air guns, water rules

Two Maui County Council committee meetings that had been scheduled for Wednesday had to be canceled due to a service outage of the digital platform that hosts the council’s meeting documents, Presiding Officer Pro Tempore Tasha Kama announced Monday.
A presentation on the state Department of Hawaiian Home Lands’ housing projects, which had been planned for the Housing and Land Use Committee, is scheduled for 9 a.m. on July 12, said Kama, who chairs the committee.
Meanwhile, the Disaster, Resilience, International Affairs and Planning Committee intends to reschedule its canceled meeting on the Police Department’s strategic plan for 1:30 p.m. on July 12, said Council Member Tamara Paltin, who chairs the committee.
Other meetings scheduled for this week include the Efficiency Solutions and Circular Systems Committee meeting at 9 a.m. Thursday to discuss systemic inequality, with presentations from several UH faculty members. At 1:30 p.m. Thursday, the Agriculture, Diversification, Environment and Public Transportation Committee will continue a discussion that began on June 22 on recommendations for managing and conserving various South Maui lands. Testimony has closed for this meeting.
Also on Thursday at 6 p.m., the council will hold a public hearing on Bill 49 that would establish a half-percent surcharge on the state’s 4 percent general excise tax. Last week, the council’s Budget, Finance and Economic Development Committee voted to recommend a bill that would implement the surcharge.
The full council will meet at 9 a.m. Friday, when Bill 49 will be heard on first reading. Bill 169, which would update regulations on air guns and replica guns, is also up for first reading.
Measures up for second and final reading include Bill 79, which would increase the amount of time that agricultural water users are exempt from water shortage restrictions; Bill 83, which would create a category of water rates for agricultural consumers on lots with no dwellings; and Bill 104, which would require the Department of Water Supply to provide written notification to property owners and lessees at least 60 days prior to the removal of a water meter.
The council will also honor Ja’lyn Deichert and Joseph Randolph for state track and field championships.
