Investigative report on proposal to rollback TVRs to be released next week

On Tuesday, a Maui County Council committee will get the results from an investigative report focused on Bill 9, a controversial proposal that would phase out thousands of transient vacation rentals in Maui’s apartment districts.

Maui County Councilmember Nohelani Uʻu-Hodgins announced on Friday that the report from the temporary investigative group she led will be released next week.

According to the councilmember, the group was tasked with identifying properties where continuing TVR uses may be appropriate, as well as summarizing forecasted economic and social impacts and suggesting zoning bills and adjustments to county code if Bill 9 is enacted.

The report follows discussions with county personnel, individuals with expertise on TVR uses, loan officers, realtors and housing advocates, Uʻu-Hodgins said.

The group’s report is scheduled to be presented at a Housing and Land Use Committee meeting in the Council Chamber and online.

The committee formed the temporary investigative group after recommending passage of a revised version of Bill 9.

“The Bill 9 TIG allowed members to conduct a more in-depth examination of how phasing out TVRs in apartment districts may impact the surrounding communities and the county as a whole,” Uʻu-Hodgins said in a statement. “The temporary investigative group is presenting its findings to support the council in its policy-making work and to review the Department of Planning’s processes for zoning and other land-use changes.”

Testimony will be accepted at Tuesday’s committee meeting. However, no deliberations or discussions on the report will be held during the meeting.

The committee will meet at a later date to discuss the group’s recommendations, Uʻu-Hodgins said.

The temporary investigative group included Councilmembers Tamara Paltin, Tom Cook and Shane M. Sinenci.

A committee report recommending passage of Bill 9, CD1 (2025) on first reading based on the committee’s vote on July 24 is being scheduled for an upcoming Maui County Council meeting.

The county Department of the Corporation Counsel approved the bill as to form and legality Wednesday.
