Wind farm conservation plan up for review Friday

On Friday, members of the state Board of Land and Natural Resources are scheduled to review a proposed Habitat Conservation Plan by Kaheawa Wind Farm I aimed at reducing the take of endangered species.

The meeting will begin at 9 a.m. in the Maui Arts & Cultural Center’s Alexa Higashi meeting room. The public may participate in person, online via Zoom or by telephone. The meeting will also be livestreamed on YouTube.

The wind farm, which generates about 30 megawatts of electricity for Maui, has operated on state land since 2006. Its parent company, Kaheawa Wind Power LLC, is seeking a new lease from the state through January 2051 to continue operations along the Maalaea slopes of the West Maui Mountains.

The Board of Land and Natural Resources accepted the wind farm’s final environmental impact statement last year.

The site includes 20 wind-powered generators, each standing 296 feet tall at the blade tip. No new construction or physical modifications beyond proposed maintenance activities are required under the plan.

The wind farm has operated under state-approved conservation plans addressing impacts to endangered species, including the nene.

As part of mitigation efforts, the company helped develop nene pens at Haleakala Ranch on Maui and Pu’u O Hoku Ranch on Molokai to offset incidental take at the site. Since 2006, 35 nene deaths have been observed at the wind farm, according to a report issued in December.

To offset impacts to endangered Hawaiian hoary bats, the wind farm has proposed establishing habitat on Molokai and Lanai. A total of 13 dead hoary bats have been documented at the site, according to the company’s study.

Kaheawa Wind Power is also proposing surveys of endangered native Hawaiian yellow-faced bees to determine whether any known nesting sites would be affected. Forestry officials said entomologists have identified bee nesting locations within the wind farm area.
