Exemption leaves taxpayers with bill for improvements
In 2015 an Upcountry Water Bill County Ordinance 4255 was passed which amended Title 18, secretly in the water bill, exempting all commercial development and investment properties, doing two-lot subdivisions, islandwide from all roadway improvement infrastructure requirements. That means county taxpayers are now paying millions of dollars for their improvements. How did this happen?
The legislation was only intended to help qualified residents on the Upcountry water meter list. Former Director of Public Works David Goode and the Department of the Corporation Counsel wrote and approved the secret legislation and fooled the County Council. The council just had a public hearing to fix the ordinance and stop these exemptions. What about the harm already caused? Will Goode and the county government attorneys responsible be held accountable?
