Bail reduced to $1M for man facing drug and gun charges
He was arrested again after police seized more quantities of drugs

WAILUKU — Bail was reduced to $1 million for a man who had posted a bail bond to be released on felony gun and drug charges before he again was arrested when police seized quantities of crystal methamphetamine and heroin.
Roger Luna, 38, of Waiehu has pleaded not guilty to two counts of first-degree promotion of a dangerous drug and possessing drug paraphernalia in connection with his latest arrest June 30.
During a hearing Wednesday in 2nd Circuit Court, Luna’s attorney, Michael Green, asked for bail to be lowered from the $1.5 million that was set. He said Luna had appeared in court as ordered after posting a $500,000 bail bond in his earlier case.
Deputy Prosecutor Joanne Hicks asked for bail to remain at $1.5 million.
“Roger Luna is a major drug distributor on this island,” she said. “He’s the one that had Mainland cartel connections and distributed to other dealers.”
She said Luna was arrested May 20 when vice officers executed search warrants for him, his cellphone, vehicle and residence. Police reported finding three rifles, including one that was a “ghost gun” with no serial number, as well as hundreds of rounds of ammunition, a silencer and bulletproof vest, Hicks said.
In addition, police reported seizing 4.14 grams of methamphetamine, 325.19 grams of marijuana concentrate, 26 marijuana plants, more than 1 ounce of heroin and $21,504 in cash.
Luna is facing 38 charges in that case, including two counts of attempted first-degree promotion of a dangerous drug, first-degree promotion of a dangerous drug, second-degree promotion of a dangerous drug, third-degree promotion of a dangerous drug, second-degree promotion of a harmful drug, first-degree promotion of a detrimental drug, three counts of possessing drug paraphernalia, three counts of possessing a firearm in the commission of a felony drug offense and nine counts of prohibited possession of a firearm or ammunition.
Luna was free on the bond on June 30 when a parcel suspected of containing narcotics was delivered to his residence and his child picked up the package from outside the front door, Hicks said. She said Luna and his family, including minor children, drove to Kahului when officers stopped the vehicle.
A police K-9 dog alerted to the parcel, Hicks said. Police reported finding 336.04 grams of crystal methamphetamine and 37.32 grams of heroin, she said.
The investigation is continuing, she said.
In arguing for a lower bail amount, Green said, “There was a package sent. I don’t know who it was addressed to. I don’t know if it was opened up.”
“If the first bail was reasonable, maybe the second bail should be the same amount,” Green said. “It should just be a reasonable bail to assure his appearance.”
Judge Blaine Kobayashi reduced bail to $1 million for Luna, who was being held at the Maui Community Correctional Center.
